OPTIONS OF RUBS OR SUBMETERING With Metropolitan Utilities you have the option of reallocating utility expenses using Ratio Utility Billing System (RUBS) or submetering. With a RUBS program, your property will be reviewed to determine the amount of utilities used by common areas such as pools, landscaping and laundry facilities. A formula based on your choice of occupancy or square footage will then be applied to the remaining utilities, dividing them among the rental units. With a submetering program, we will review the age and structural requirements of your property. Metropolitan Utilities will then recommend a member of our Service Partner Network who will provide you with information on the submetering systems to best fit your property. If you choose a submetering program, you should consider utilizing a RUBS program in the interim. This allows you to start realizing the benefits of utility reallocation immediately while you transition to a submetered solution.
